This data update file contains the data required for updating a client database
via the Monthly Data Update process in the Vertex Central. The Monthly Data
Update Process function can be used to navigate to this file to facilitate
the loading of the data.

This transport file contains the following:

A) Summary Of Changes
   ------------------
   This file is named summaryofchanges.pdf and contains:

   * A summary of the jurisdiction, rate, and rule changes incorporated
     into this data release.
   * The full and interim (if applicable) release number of the data.
   * Identification of the scope of the data content. This can be:
     - Full data release
     - Delta data release
     - Interim data release
   * Effectivity date of the data contained in the file
   
B) Tax Area Changes
   ------------------
   This file is named taxareachanges.pdf and contains:

   * A listing of tax areas that have been added with this update, 
     with a list of potentially affected tax areas that previously existed.    
   * A listing of tax areas that have been deactivated with this update
     with a list of tax areas that represent potential candidate tax areas
     for reassignment.   

C) One or More Data Subject Areas
   ------------------------------
   Each subject area contains the raw data and configuration files required
   by the loading process to update the database with the data for this release.
